Who We Are
Founded in 1999, Maryland Coalition of Families (MCF) is a statewide nonprofit with a central office in Columbia, Md., and staff located in communities throughout the state. Using personal experience as parents, caregivers, youth and other loved ones, we connect, support and empower Maryland’s families. Our staff provide one-to-one support to parents and caregivers of young people with mental health issues and to any loved one who cares for someone with a substance use or gambling issue. We also advocate to improve systems that impact individuals with behavioral health challenges.
This is a full-time (40 hour/week) opportunity for a Director of Human Resources, a key member of the leadership team responsible for the strategic direction of department and organization and to manage and oversee the human resources department including supervision of the HR Manager. The Director must have a thorough understanding of all requirements relating to human resources management and serve as the content expert for matters relating to employment and labor laws, compliance, payroll, and benefits. This position is located at MCF’s Central Office in Columbia, MD.
Essential Duties and Responsibilities
- Supervises HR Manager and HR consultants and oversees the human resources department.
- Collaborates with senior leadership to understand the organization goals and strategy related to staffing, recruiting, and retention.
- Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
- Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, leave, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition, and morale and occupational health and safety.
- Counsels and advises staff on a wide variety of sensitive personnel issues (e.g. discipline, hiring, promotions, return to work, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures and employment laws.
- Oversees processing of all claims and paperwork related to workers compensation, disability, FMLA, and other legal requirements.
- Responsible for retirement plan compliance and acts as the plan administrator.
- Oversees the annual performance evaluation process.
- Identifies and executes best practices in human resource management.
- Bachelor’s degree in Human Resources or related field (HR/Organization Development or Business Administration). Master’s degree preferred.
- PHR or SPHR certification preferred.
- Minimum ten (10) years of experience in supervising Human Resources.
- Thorough knowledge of employment-related laws and regulations.
- Strong supervisory and leadership skills.
- Excellent verbal and written communication skills.
- Strong analytical and problem-solving skills.
- Proficient with use of technology including HRIS and payroll systems.
- Experience working with a diverse workforce and in a non-profit environment a plus.
- Successful completion of a background check (required for all MCF employees).
